Social Infrastructure: Funding for the South
A contribution of 300 million euros to be spent immediately to improve social infrastructure in the Municipalities of Southern Italy. This is the fund allocated by the Government (with the DPCM of July 17, 2020) to give a concrete helping hand to the Municipalities of the Mezzogiorno that want to improve their social infrastructure.
An opportunity to be seized immediately, also because it particularly involves small villages.
What is social infrastructure? Which interventions will be eligible for funding?
Schools, hospitals and healthcare residences, social housing, cultural heritage, sports facilities, street furniture, justice-related buildings, public green spaces.
Different sectors and services to guarantee citizens health, well-being, sustainable cities, and quality education. The challenge, even in the short term, is to generate a positive social and environmental impact in one's community.
Social infrastructure fund for the South – who is it for?
The call allocates a total of 300 million euros, to be distributed over the three-year period 2020-2023 with a maximum share of 75 million euros per year, which will be paid directly into the coffers of public administrations.
The direct beneficiaries of the funding will be all Municipalities located within the territories of the Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia, and Sicily Regions.

How will the funding be distributed among the Southern Municipalities?
The objective of the Decree for social infrastructure in the South is to favor medium, small, and even very small local administrations, considering that in the Mezzogiorno, Municipalities with a population under 10,000 inhabitants are very numerous.
The criteria for distributing the funds is therefore inversely proportional to the reference population: on a scale, the per capita contribution will be higher for citizens living in small towns compared to those living in large cities. How does the allocation of funds work? The Ministry for the South and Territorial Cohesion has divided local entities by population, identifying 10 demographic brackets to which as many contributions correspond.
What are the deadlines for submitting applications?
The deadlines for starting the construction works are established as follows:
for the year 2020, within nine months from the publication date of the DPCM in the Official Gazette, therefore by July 2, 2021 (with a possible 3-month extension for delays related to the Covid-19 emergency);
for the years 2021, 2022, 2023, by September 30 of each reference year.
